My name is Sam Leonard. I am the Police Chief of East Carbon City. I was born and raised in Dragerton and East Carbon. I attended Petersen Elementary and East Carbon High School. I Married Susan Lemmon, my high school sweetheart. We have three awesome children, Savannah, Samson and Sawyer. They have blessed us with eight beautiful grandchildren.
Growing up and raising my family in East Carbon has been everything I could ask for. I was hired by East Carbon Police Dept. In 1989 I attended the Utah Police Academy and began my carrier as a police officer.
I choose to stay in East Carbon because of the surrounding beauty but mostly because of the families, people and friends that make East Carbon a very special place to live. It has been an honor to serve the citizens of East Carbon in my capacity as a Police Officer for the past 34 years.

Sergeant Philip Holt’s Bio
My name is Philip Holt and I am a sergeant with the East Carbon police department. I was hired by East Carbon City in 1995 after receiving my degree from the College of Eastern Utah (now USU Eastern) and I have served 28 years with the department. I am also an ambulance driver for the city EMS service and have been with the service for several years. I have also served on the volunteer fire department and East Carbon City council in the past.
I was born in 1973 in Ft. Dix New Jersey when my dad was in the Army. I was raised in East Carbon and attended Peterson Elementary in Sunnyside and graduated from East Carbon High School in 1991. I have been married to my wife, Liz, for 12 years and we have two daughters.

Officer Jesse Stewart’s Bio
My name is Jesse Stewart, I have been a resident of East Carbon for almost my entire life. In 2016 I had the good fortune of becoming the successful applicant for an open position with the East Carbon Police Department.
Since completing POST training on April 20, 2017, I have been serving the community as an officer of the department and look forward to doing so for many years to come.

Officer Chad Nielson’s Bio
My name is Chad Nielson I am from the Heber Valley in Utah. I grew up in a very small town and went to Highschool at Wasatch High. I have lived in Utah almost my entire life and love it here. The small town that I grew up in had only around 300 people in it. I enjoy the camaraderie you get from a small town. I like to go camping, hiking, cooking and working on cars.
Later in life I went through the Police Academy in Price Utah, at the USU Eastern Campus. I graduated from that academy in 2018 with High Honors and I received both the most Athletic and the Firearm awards for the class. I then took a Job working as a Detention Officer in Yavapai County Arizona. The jail in Yavapai County also required another 8 weeks of training through their Detention Center in Camp Verde Arizona. I learned many things while working in the jail, it was a humbling experience and I really enjoyed the people I worked with and had custody over.
I moved to this beautiful town in 2019 and started working with the Volunteer Fire Department right away. I built a home here and love the people of this small town. I started working for the Police Department in 2020 and have loved every minute of it. Police work is my passion and I absolutely love to go to work every day. I am Firm, Fair, Consistent and believe in values like Integrity, Courage, Loyalty and Respect. I look forward to the bright future of this little town and protecting the public that we serve.
